CGI's mobility program had grown significantly through mergers and acquisitions, but the infrastructure supporting it had not kept pace. Benivo replaced both CGI's legacy Relocation Services Provider and their legacy assignment management system. Before that change, the program operated across two disconnected solutions with data spread across Excel, email, SharePoint, and multiple vendor tools. There was no single source of truth, no population-level visibility, and no capacity for the team to operate strategically.
As David Carmichael, Global Mobility Director at CGI, described it: "If I've got masses of information trapped in multiple systems that are not linking together, I'm more inclined to worry about the how than the why, because I'm constantly firefighting, controlling all of those data points." The scale of the challenge was significant:
- Approximately 400 traditional temporary assignees with high annual rotation
- Over 4,000 international new hires requiring varying levels of mobility and immigration support
- A further population of approximately 8,000 permit holders globally who were sitting outside the mobility function entirely, managed in a decentralised and inconsistent way across HR and talent teams
- A legacy Relocation Services Provider model that was becoming cost-prohibitive and misaligned to the type of moves CGI needed to support
- No consolidated view of costs, compliance status, or population data across any of these groups
Solution Implemented
Benivo replaced both CGI's legacy Relocation Services Provider and their legacy assignment management system, consolidating two disconnected solutions into one unified platform. This is the central story of the CGI partnership: by removing the cost and complexity of two separate legacy providers, CGI freed up budget that was then reinvested to extend mobility support to the 8,000 international hires who had previously sat outside the program entirely. The result was a Global Mobility function that became more strategic, wider in reach, and lower in total cost simultaneously.
Relocation Services
Benivo provides CGI with full end-to-end Relocation Services, including experienced Relocation Consultants who manage the entire move journey, a global network of vetted supply partners covering household goods, temporary housing, destination services, and partner support across 100+ countries, vendor management, SLA tracking, and proactive performance monitoring all managed through the Benivo platform, integrated payment services covering vendor payments, employee expense reimbursement, and allowance disbursement, and compensation accumulation and payroll reporting, eliminating the fees and manual work previously charged by the legacy RMC.
Mobility Tech
By consolidating Relocation Services and Mobility Tech onto one platform, Benivo removed the layers of cost and administration that had existed between CGI's legacy providers. The platform serves as the single system of record for the entire mobility program, bringing together case data, workflows, service milestones, documents, dashboards, and compliance activity in one place. This consolidation freed up budget and team capacity that CGI redirected toward managing their international hire population for the first time.
The program has been progressively built out on the platform: starting with Relocation Services, then Assignment Management, followed by Cost Estimates, and expanding to include Cost Tracking, Accruals, and the Immigration Management Hub for CGI's international hire population.

The Bigger Picture
By replacing two legacy providers with one unified Relocation Services and Mobility Tech solution, CGI did not simply reduce cost. They expanded what Global Mobility could do. With the operational foundation consolidated and budget freed up, David and his team extended their reach to thousands of international hires who had never had structured mobility support, and began working with senior business leaders to build a mobility framework genuinely aligned to business need.
